(1)The Council shall meet on the date and at the time and place appointed by the Chairperson. (2) The quorum for a meeting of the Council shall be deemed to have been fulfilled in case it is attended by at least fifty percent of its total membership. (3) Meetings of the Council shall be presided over by the Chairperson, and, in absence, by a person chosen by the members from among themselves. (4) Decisions of the Council shall be authenticated by the MemberSecretary. (5) The other Rules of procedures of the Council shall be as determined by the Council itself.
